Leeds United have been given an update on the proposed joint venture between the club and Leeds City Council to support the regeneration around Elland Road.
As reported by Insider Media, an updated timeline has been given with considerations for proposals set to take place next week.
Leeds joint venture proposals set for consideration
According to Insider Media, proposals for a new joint venture company between Leeds United and Leeds City Council are set for consideration on March 11, 2026.
2025 saw the council launch a consultation on the ‘Elland Road 2025 informal planning statement', a document guiding the future regeneration of the 30-acre land surrounding the stadium which is principally council-owned.
That was subsequently considered by the council's Executive in February, with the statement setting out “a vision to transform Elland Road into a thriving 365-day-a-year destination and bring enhancements to the existing neighbourhood within South Leeds, as an exemplar of sports and transport led regeneration”.
Leeds City Council have previously entered into a memorandum of understanding with development partner Lowy Family Group to undertake due diligence on a potential sale of its 30 acres of land around the ground to support its regeneration.
The Executive will now meet on March 11 to agree the principle of entering into legal agreements with a newly-formed joint venture company alongside Leeds United for the sale of the land.
Members will also be asked to agree that any future capital receipts in relation to the disposal of the land will be used to invest in infrastructure and regeneration projects at the Elland Road site.
Estimates suggest that regeneration could generate upwards of £2bn of direct capital investment according to Insider Media, with subsequent wider economic benefits likely to exceed that figure.

Elland Road proposals continue to gain steam
Joint plans for redevelopments around Elland Road are far from Leeds United's only proposals in the works, with the reported expansion of their home stadium drawing closer.
Plans were initially put in place in September 2024 with the club and owners 49ers Enterprises planning to take the capacity of their ground to 53,000, however progress has remained slow since.
The Whites hierarchy provided clarification in February 2026 that funding for such an expansion will largely come from ownership investment, with proposals remaining under council review as concerns remain around traffic management, parking and the preservation of community spaces.
As of March 2026, Leeds United director Peter Lowy has called on further council support for the regeneration of the area, while reiterating that the planned expansion of Elland Road will go ahead regardless.

Meaningful updates have certainly been few and far between since 49ers Enterprises set out their plans to expand Elland Road in 2024, as is understandable given the scale of the operation.
An in-depth council review may turn out very positive, though, with the chance to gain further input and investment into the plans around the stadium at least before the commencement on expansion works in 2026 or 2027.
