PSV Eindhoven's ambitious plans to expand the Philips Stadion have moved closer to reality after the Eindhoven municipal executive approved a new development plan and long-term financial arrangements for the project.

The proposed redevelopment will increase the stadium's capacity from just over 35,000 to at least 52,000, with the possibility of reaching 55,000 or more depending on the final design.

Construction is scheduled to begin in May 2027, although the project still requires approval from the city council and confirmation of PSV's financing.

The overall investment is estimated at approximately €400m, making it one of the biggest infrastructure projects in the club's history.

The latest agreement also gives PSV greater long-term certainty over the land on which its stadium and training complex are situated.

PSV secure long-term Philips Stadion land agreement

One of the most significant developments is the proposed extension of PSV's leasehold agreement with Eindhoven City Council.

Under the arrangement, the club will retain the leasehold rights to the land beneath the Philips Stadion and its De Herdgang training complex until 2077.

The existing agreement was due to expire in 2051, meaning the new deal would extend the arrangement by 26 years.

PSV will pay an annual fee of €2.655m, approximately €200,000 more than its current payment. The amount will remain fixed throughout the agreement, with Eindhoven officials describing the arrangement as market-rate and beneficial to both parties.

The municipal executive has approved the proposals, but councillors must still vote on the agreement on December 15.

How will the 52,000-seat Philips Stadion look?

The preferred design, unveiled in March 2026, features a third tier and a new outer structure incorporating a colonnade around the existing stadium. The development will create a more unified appearance while helping contain noise within the ground.

The expansion is intended to address substantial demand for tickets, with PSV previously identifying a potential audience of between 55,000 and 60,000 supporters per match.

The construction schedule is particularly ambitious because PSV intends to continue playing at the Philips Stadion throughout the redevelopment.

Following the final home fixture against NEC on May 16, 2027, the club plans to begin removing the existing roof in stages, with the stadium potentially remaining without a roof for approximately two years.

PSV expects to finance approximately half of the €400m investment through its own resources and existing commercial partners, with the remaining amount sought externally.

Managing those costs without compromising the club's football budget remains a priority for managing director Marcel Brands.

FGG Says: PSV's expansion is a major test of stadium development

The proposed redevelopment would give PSV a significantly larger home while allowing the club to remain at the location it has occupied since 1913.

However, the scale of the investment and the challenge of maintaining matches during construction make the project particularly complicated. The December council vote and the completion of PSV's financing will determine whether the May 2027 target can be maintained.
