Manchester City legend Paul Dickov is confident the club's owners will press ahead with the Etihad Stadium expansion and wider Etihad Campus development despite the ongoing fallout from the Premier League's 115-charge verdict.
An independent commission found Manchester City guilty of the majority of the financial rule breaches brought against them, including serious breaches relating to financial information and commercial arrangements between 2009 and 2018.
However, City strongly denied any wrongdoing and lodged an appeal against the verdict on October 1.
The verdict has created further uncertainty around the club, with potential sanctions still to be determined, but Dickov believes the long-term development of the Etihad Campus should be viewed separately from the issues surrounding the football club.
Speaking exclusively to FootballGroundGuide, the former City forward backed the owners to continue with their plans and highlighted the wider impact of their investment on Manchester.

City's £300m Etihad Stadium development is designed to take the ground's capacity beyond 60,000 while creating a wider entertainment destination around the North Stand.
The project includes a new fan zone, museum, club store, food and drink outlets and a 401-room hotel, with the facilities being developed alongside the 23,500-capacity Co-op Live arena.
The club has also said the development will create 2,600 jobs and represent more than £300m of investment in East Manchester.
Dickov believes the commitment goes beyond football and expects the owners to honour their plans despite the current controversy.
“Regardless of what was going on, that was always the plan, to go through with the works to the stadium,” Dickov told FGG.
“What the owners have done, taking the football on the pitch side away from it, what they've done in that area in Manchester is incredible.
“The regeneration of the whole place, the new housing, the new jobs, the Co-op Live Arena, the entertainment district, and the new hotel that's going to be there.
“Everything. It can go on and on and on and on and on.”
The wider Etihad Campus is continuing to develop into a year-round destination, with Manchester City recently outlining further plans for an immersive event venue at the site alongside the stadium expansion and existing Co-op Live arena.

For Dickov, the significance of the project is not limited to Manchester City supporters.
The former Scotland international believes the regeneration around the stadium has already changed the area and argues that the club's ownership has made a long-term commitment to the city.
“Not just in Manchester, but with the other City clubs all over the world too,” he added.
“And those owners made a commitment to do that regardless, and I'm pretty sure that they will go ahead and do it as well.
“Because they're good people, and what they do in the community and what's happening in Manchester is very, very close to their hearts.”
The timing of Dickov's comments is significant, with City's appeal against the financial verdict now underway and the outcome potentially carrying major consequences for the club.
However, the Etihad Campus project is already well advanced, with the North Stand development progressing and the associated hotel, workspace and public realm works scheduled to open in late 2026.
